Financial Management Subject Matter Expert (SME) for Organizational Development (OD)

Widows and Orphans Empowerment Organization (WEWE)

Widows and Orphans Empowerment Organization (WEWE), a women-led, faith-based, Non-Governmental Organization (NGO), is seeking job applications from qualified short-term consultants as Financial Management Subject Matter Expert (SME) with experience related to Organizational Development (OD), especially for local Nigerian organizations.

WEWE is a resource partner to USAID-funded Strengthening Civic Advocacy and Local Engagement (SCALE). WEWE has a sub-award with Palladium to improve Civil Society Organization (CSOs)/Business Management Organizational (BMO’s) organizational capacity to be a more sustainable and professionally managed cadre of CSOs/BMOs that will contribute substantially to development in Nigeria. The specific objectives of the consultancy assignment are to:

  • Improve the managerial and financial capacity of CSOs/BMOs
  • Improve access to domestic and international funding for CSOs/BMOs

Geographical Coverage

FCT (Abuja), Taraba, Benue, Akwa Ibom, Rivers, Ondo, Enugu, and Kano States. The selected consultant must be fit and able to travel extensively across Nigeria to the above-listed states.

The core activities the financial management SME will be involved with are:

  • Conduct participatory Organizational Capacity Assessments (OCA) and Organizational Performance Index (OPI) assessments of CSOs
  • Develop tailored OCA Capacity Development Plans for engaged CSOs
  • Participate in the financial aspect of a resource mobilization training

Key Duties and Responsibilities
To build the capacity of local Civil Society Organizations (CSOs) and Business Management organizations (BMOs) across Nigeria in the following areas:

  • Financial management reviews – financial policies, segregation of duties, authorization and approval matrix, usage of accounting software and packages, bank reconciliation, petty cash management, budget planning and allocation, statutory deductions, remittances and filings, risk and fraud management, internal controls, statutory audits, and financial documents retention. 
  • Procurement management reviews – Procurement Policy, procurement planning, vendor pre-qualification processes, authorization and approval limits in procurement, vendor database, technical bid evaluation processes.
  • Administration reviews – Assets management including fleet, fixed assets register, travels policy, branding and marking policy, fixed asset policies, and procedures, vehicle management system, Travel policies and procedures,
  • Develop the financial aspect of proposals, project costing, and budget development
  • Knowledge of how to write a good report and capacity development plan for local civil society in sustainability

Qualifications, Skills, and Experience

  • A graduate with Bachelor’s Degree or Higher National Diploma or its equivalent in Finance, Business Administration, Accountancy or related fields
  • A postgraduate degree will be an added advantage.
  • Must have a professional qualification, i.e., ICAN, ACCA, CPA, etc
  • Evidence of carrying out organizational capacity assessments for local civil society organizations (CSOs).
  • Evidence of developing capacity development plans.
  • Minimum of Nine (9) years’ experience in Organizational Development duties
  • Proficiency with Microsoft Excel, Word, PowerPoint, Outlook,
  • Ability to use online survey tools such as Kobo Connect, Google forms, or survey monkey
  • Evidence of strong report writing skills.
