URGENT VACANCIES ANNOUNCEMENT IN WIDOWS AND ORPHANS EMPOWERMENT ORGANISATION (WEWE)

Widows and Orphans Empowerment Organisation (WEWE) is seeking applications from qualified candidates to fill the following eight (8) positions: Project Coordinator; Finance and Administrative Manager; Procurement and Operations Officer; Monitoring and Evaluation Specialist; Market Systems and Value Chain Specialist/Consultant; Field Extension Expert – With Micro, Small, and Medium Enterprise (MSMES); Gender Expert; Project Driver.   

  1. Position:          Project Coordinator

        Location:      Abuja/Kaduna

Qualification and Experience Requirements:

  • Master’s degree in agriculture, Agricultural Economics, Agribusiness, Rural Development Studies, or Project Management.
  • At least 7 years of progressive experience in managing donor-funded agricultural development project.
  • Strong leadership, coordination, and stakeholder management skills.
  • Demonstrated experience in working with MSMEs, private sector actors, and public institutions.
  • Excellent communication, report writing, and presentation skills.
  • Familiarity with AfDB or multilateral donor procedures is an advantage.
  • Fluency in English and working knowledge of Hausa preferred.

Key Responsibilities and Tasks:

  • Provide strategic and technical leadership for all project components.
  • Prepare annual work plans, budgets, and procurement plans in collaboration with the project team.
  • Supervise field implementation, ensuring that activities are on schedule and within budget.
  • Oversee financial management, procurement, and compliance with AfDB/FAPA and WEWE guidelines.
  • Ensure effective coordination among implementing partners, MSMEs, and government stakeholders.
  • Lead the preparation of quarterly progress reports, annual implementation reports, and mission briefs.
  • Attend Tomato Community of Practice (TCoP) meetings, facilitate project steering committee meetings, and ensure decisions are implemented.
  • Represent HORTISUN in donor coordination forums and value chain events.
  • Manage and mentor project staff to maintain high-performance standards.
  • Ensure gender and youth inclusion in all project interventions.
  • Support visibility and knowledge-sharing activities, including success stories and lessons learned.
  • Carry out any other duties or tasks assigned by the supervisor.

Deliverables

  • Approved work plans and budgets.

  1. Position:         Finance and Administrative Manager

        Location:     Abuja/Kaduna

Qualification and Experience Requirements:

  • Degree in Accounting, Finance, or Business Administration; professional certification (ACCA, ICAN, CPA) is an advantage.
  • Minimum 4 years’ experience managing finances in donor-funded development projects.
  • Knowledge of AfDB, FAPA, or multilateral donor financial regulations.
  • Excellent analytical, reporting, and organizational skills.
  • High integrity and attention to details.

Key Responsibilities and Tasks:

  • To ensure sound financial management, compliance, and reporting.
  • Financial Planning and Budgeting: Develop, monitor, and update project budgets; provide forecasts and financial projections.
  • Accounting and Record-Keeping: Maintain accurate financial records, track expenditures, and ensure proper documentation.
  • Financial Reporting: Prepare monthly, quarterly, and annual financial statements in line with donor requirements.
  • Compliance and Internal Controls: Implement internal controls; ensure all financial transactions adhere to AfDB/FAPA and WEWE guidelines.
  • Adhere to AfDB/FAPA and WEWE guidelines.
  • Cash Flow Management: Monitor project cash flow and ensure timely disbursement of funds to staff, vendors, and partners.
  • Procurement and Payment Oversight: Review procurement financials; approve payments in line with established procedures.

  • Transparency and Advisory Support: Keep records, ensure compliance, and advise management on financial risks and opportunities.

  1. Position:          Procurement and Operations Officer

        Location:      Abuja/Kaduna

Qualification and Experience Requirements:

  • Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, Operations Management, or related field (Master’s degree preferred), and any other degree with a minimum of 5 years’ progressive experience in procurement and/or operations management.
  • Professional certification such as CIPS, ISM, or equivalent will be an added advantage.
  • Minimum of 7 years’ progressive experience in procurement and operations management within donor-funded agricultural or development projects.
  • Demonstrated knowledge of AfDB, World Bank, or other multilateral donor procurement regulations and procedures.
  • Proven experience in procurement planning, contract management, and vendor relations.
  • Strong analytical, coordination, and communication skills, with the ability to manage multiple priorities effectively.
  • Proficiency in Microsoft Office applications and e-procurement systems.
  • Fluency in English is required.

Key Responsibilities and Tasks:

  • Lead the end-to-end procurement process including planning, solicitation, evaluation, negotiation, and contract award in accordance with AfDB/FAPA procurement guidelines.
  • Develop, update, and monitor the project procurement plan and ensure timely implementation of approved procurement activities.
  • Prepare Request for Quotations (RFQs), Invitations to Bid (ITBs), and Requests for Proposals (RFPs) and manage bid evaluations and vendor selection processes.
  • Maintain a comprehensive vendor database and ensure prequalification, due diligence, and performance monitoring of suppliers and contractors.
  • Ensure that procurement documentation is complete, compliant, and properly archived for audit and donor review purposes.
  • Support the preparation and review of procurement-related reports, including quarterly procurement status reports and contract management trackers.

Operations and Logistics

  • Oversee general project operations including office administration, logistics coordination, and asset management.
  • Coordinate the timely delivery of procured goods and services to project locations, ensuring quality and compliance with specifications.
  • Manage project assets, equipment, and inventory; ensure effective utilization and regular updates of asset registers.
  • Support the organization of project workshops, training sessions, and field missions, including logistics, travel, and accommodation arrangements.
  • Ensure efficient fleet management, fuel control, and maintenance of project vehicles in accordance with operational policies.

Compliance and Coordination

  • Ensure full compliance with donor procurement and operational procedures, as well as national regulatory requirements.
  • Support contract administration and ensure timely renewals, extensions, and close-outs of procurement agreements.
  • Liaise with finance and technical teams to ensure accurate budget forecasts, procurement cost tracking, and timely payments to vendors.
  • Coordinate with implementing partners, MSMEs, and government stakeholders to facilitate smooth delivery of project interventions.
  • Provide operational inputs during project planning, reporting, and audit exercises.

Reporting and Documentation

  • Prepare regular procurement and operational progress reports for inclusion in quarterly and annual project reports.
  • Maintain up-to-date procurement and operations trackers and share periodic updates with management and the donor.
  • Support the preparation of mission reports, supervision visit summaries, and end-of-project completion reports highlighting key lessons learned.
  • Carry out any other duties or tasks assigned by the supervisor.

Deliverables:

  • Approved and up-to-date procurement and operational plans.
  • Quarterly and annual procurement and operations reports.
  • Complete and auditable procurement documentation and contract registers.
  • Functional, well-coordinated logistics and administrative systems that support project delivery.
  • Final project operations and procurement completion report highlighting key achievements and lessons.
  1. Position:        Monitoring and Evaluation Specialist

        Location:    Abuja/Kaduna

Qualification and Experience Requirements:

  • Degree in Statistics, Economics, Agricultural Economics, Development Studies, or related field.
  • Minimum 5 years of experience in M&E of donor-funded agricultural or development projects.
  • Demonstrated expertise in designing M&E systems and conducting quantitative and qualitative analysis.
  • Proficiency in data management software, data visualization, and reporting tools.
  • Strong analytical, report-writing, and presentation skills.
  • Familiarity with AfDB/FAPA or similar donor M&E requirements is an advantage.

Key Responsibilities and Tasks:

  • Design and Implementation of M&E System: Develop an M&E framework, indicators, data-collection tools, and reporting templates.
  • Data Collection and Validation: Collect, validate, and maintain reliable project data from field activities.
  • Performance Tracking and Reporting: Prepare monthly, quarterly, and annual performance reports aligned with AfDB/FAPA requirements.
  • Baseline, Midline, and Endline Studies: Conduct surveys to assess project impact and inform adaptive management.
  • Carry out any other duties or tasks assigned by the supervisor.

Deliverables:

  • Functional M&E framework and system.
  • Baseline, midline, and endline survey reports.
  • Monthly, quarterly, and annual M&E reports.
  • Data dashboards and visualizations for management use.
  • Documented lessons learned and success stories.
  • Training materials and sessions for staff and MSME partners on M&E.
  1. Position:        Market Systems and Value Chain Specialist/Consultant

        Location:    Abuja / Kaduna

Qualification and Experience Requirements:

  • Master’s degree or Higher in Agricultural Economics, Agribusiness, Value Chain Development, or Rural development.
  • Minimum of 12 years of progressive experience in Agri-value chain and market systems development.
  • Recognized expertise in commodity value chains.
  • Proven record of designing and implementing private sector-led value chain projects.
  • Experience working with development partners such as AfDB, IFAD, USAID, or the World Banks.
  • Strong analytical, policy, and advisory skills with an ability to produce high-quality outputs.
  • Excellent communication, networking, and facilitation skills.

Key Responsibilities and Tasks:

  • Tomato Supply Chain Develop a comprehensive framework for strengthening the tomato supply chain and support the PIU in its operationalization across selected tomato-producing Local Government Areas (LGAs).
  • Establishment of the Tomato Community of Practice and PPP Pilots. Design and operationalize a Tomato Community of Practice. Provide support for piloting Public-Private-Producer Partnerships (4Ps) that demonstrate value chain efficiency and shared benefits, to establish at least three functional 4Ps.
  • Capacity Building for Enhance the capacity of MSMEs to expand their clientele base, improve market outreach, and deliver private-sector-led extension services to smallholder tomato farmers.
  • Business and Agribusiness Development Services. Develop capacity-building frameworks and deliver agribusiness support services and market-oriented extension. This includes Business Development Trainings covering enterprise visioning, business execution, record-keeping, financial literacy, and related competencies to support MSME growth, sustainability, and supply chain strengthening.
  • Enhancing MSME Functional Strengthen MSME capabilities in aggregation, processing, and marketing to improve operational efficiency and competitiveness.
  • Operationalization of the Innovation Partnership Mechanism for Private Capital (IPM2PC). Develop a framework for implementing the IPM2PC mechanism to enhance MSME engagement and support the establishment of robust farmer clientele bases.
  • Business Development Linkages. Facilitate strategic linkages with key institutions involved in input supply, climate change adaptation, financial services, and market services to support MSME growth and resilience.
  • Most Impactful Practices (MIPs) Design templates and tools for identifying, documenting, and disseminating Most Impactful Practices across the tomato value chain.
  • Tomato Value Chain Studies. Undertake comprehensive value chain assessments including baselines, investment appraisals, and market mapping to identify opportunities, good practices, and leverage Use findings to strengthen the capacities of the PIU, MSMEs, processors, and farmer groups and guide implementation.
  • Gender Empowerment and Social Inclusion. Promote gender-responsive approaches throughout the tomato value chain to ensure equitable participation, enhanced market engagement, improved access to productive assets, and increased incomes for women and other vulnerable groups.
  • Learning, Documentation, Communication, Visibility and Sustainability. Support the development of learning briefs, knowledge products, and success stories to capture and disseminate key achievements and lessons emerging from project implementation.
  • Carry out any other duties or tasks assigned by the supervisor.

Deliverables:

  • Establishment of a Value chain development framework, functional Tomato Community of Practice (TCoP) – an upgrading strategy for the tomato supply chain.
  • Reports on MSME participation in IPM2PC, showing strong partnerships, private investment leverage, and farmer/clientele base establishment.
  • MSME-farmer clientele base established for participating MSMEs.
  • Report on the use of innovative technologies such as crating systems.
  • Capacity-building and market linkages reports.
  • Technical assistance mission reports and advisory briefs.
  • Contribution to project completion and knowledge-sharing documents.
  1. Position:         Field Extension Expert – With Micro, Small, and Medium Enterprises (MSMES)

        Location:     Abuja/Kaduna

Qualification and Experience Requirements:

  • Degree or diploma in Agriculture, Horticulture, Agronomy, or related fields.
  • Minimum 3 years’ experience in field extension or agricultural advisory services.
  • Knowledge of tomato production, agronomic practices, and post-harvest handling.
  • Strong interpersonal, communication, and facilitation skills.
  • Familiarity with local farming communities and ability to speak Hausa is an advantage.
  • Demonstrated ability to work with MSMEs and smallholder farmers in rural settings.

Key Responsibilities and Tasks:

  • Support MSMEs in growing their farmer outreach/clientele base.
  • Conduct regular field visits to enrolled smallholder farmers and provide technical guidance on improved tomato production and post-harvest practices on behalf of the MSMEs.
  • Promote adoption of high-impact technologies and good agronomic practices, including tomato crating system, and other climate-smart methods.
  • Monitor farm-level productivity, quality, and adherence to recommended practices.
  • Provide timely feedback to MSMEs and the HORTISUN State Extension Officer on farmer behaviour, constraints, and field performance.
  • Assist in organizing farmer field schools, demonstration plots, and training sessions.
  • Document farmer progress and participate in data collection for project monitoring.
  • Facilitate linkages between farmers and input suppliers, aggregation centres, and market opportunities.
  • Promote gender and youth inclusion in project activities.
  • Carry out any other duties or tasks assigned by the supervisor.

Deliverables:

  • Regular field visit reports and farmer activity logs.
  • Documentation of demonstration plots and farmer training sessions.
  • Feedback reports on farmer adoption, constraints, and productivity trends.
  • Contributions to quarterly and annual project reports through MSME supervisors.
  1. Position:           Gender Expert

        Location:       Abuja/Kaduna

Qualification and Experience Requirements:

  • Advanced degree in Gender Studies, Development Studies, Sociology, Agricultural Economics, or related field.
  • Minimum 7 years’ experience in gender mainstreaming within agriculture, rural development, or MSME-focused programs.
  • Demonstrated expertise in women’s economic empowerment, gender analysis, and gender-responsive value chain development.
  • Experience working with donors, government partners, and private-sector actors.
  • Strong analytical, facilitation, and training skills.
  • Experience with sex-disaggregated data collection, gender-sensitive monitoring, and reporting.
  • Familiarity with northern Nigerian socio-cultural contexts.

Key Responsibilities and Tasks:

  • Lead the integration of gender equality principles across all project components in line with the Bank’s Gender Strategy (2021–2025).
  • Develop, implement, and periodically update the project’s Gender Action Plan with clear targets, timelines, and performance indicators.
  • Provide technical support to MSMEs, farmer groups, and project partners on gender-responsive approaches, including inclusive business models and equitable service delivery.
  • Conduct gender analyses to identify barriers affecting women’s participation in tomato value chains and propose corrective actions.
  • Build the capacity of MSMEs, extension agents, and project staff on gender mainstreaming, GBV mitigation, digital inclusion, and women’s economic empowerment.
  • Ensure sex-disaggregated data collection, gender-responsive monitoring, and integration of gender indicators into project M&E systems.
  • Support the design and execution of inclusive training, technology dissemination, and market linkage activities to ensure at least 40% women’s participation.
  • Provide advisory support to value-chain governance platforms (TCoP, PPPs) to strengthen women’s leadership and participation in decision-making.
  • Prepare periodic gender progress updates and contribute to quarterly and annual donor reporting.
  • Ensure alignment with national gender policies and facilitate knowledge sharing, including documentation of women-focused best practices and success stories.
  • Carry out any other duties or tasks assigned by the supervisor.

Deliverables:

  • Gender Action Plan with annual updates.
  • Quarterly and annual gender progress reports.
  • Capacity-building materials and training reports for MSMEs and project staff.
  • Documentation of gender-responsive value-chain practices and success stories.
  • Inputs to project M&E systems, including sex-disaggregated data and analysis. 
  1. Position:           Project Driver

        Location:       Abuja/Kaduna

Qualification and Experience Requirements:

  • Minimum of SSCE/WAEC/NECO or equivalent.
  • Valid Nigerian Driver’s Licence with a clean driving record.
  • At least 3 years’ professional driving experience, preferably with an NGO, development, agricultural, or similar project.
  • Experience transporting staff, consultants, and project visitors safely and professionally.
  • Good knowledge of local roads, traffic regulations, and road safety.
  • Experience in vehicle inspection, basic maintenance, logbook, and fuel records.
  • Willingness to travel to rural/field locations and work flexible hours when required.
  • Defensive driving training is an added advantage.
  • Good communication, punctuality, integrity, and interpersonal skills.
  • Experience in agriculture/horticulture or donor-funded projects is an advantage.

Key Responsibilities and Tasks:

  • Safely transport project staff, consultants, visitors, and materials to assigned locations.
  • Drive project vehicles responsibly and comply with road safety and traffic regulations.
  • Conduct daily vehicle checks and report faults or maintenance needs promptly.
  • Maintain accurate vehicle logbooks, mileage, fuel, and maintenance records.
  • Ensure the vehicle is clean, secure, and roadworthy always.
  • Support transportation of project equipment, documents, and supplies as authorised.
  • Assist staff during field visits, meetings, trainings, workshops, and other project activities.
  • Plan routes and ensure timely arrival at destinations.
  • Report accidents, incidents, or vehicle damage immediately to the supervisor.
  • Support other logistics and administrative tasks as assigned by the Project Manager.
  • Carry out any other duties or tasks assigned by the supervisor.

Deliverables:

  • Safe and timely transportation of project staff, consultants, visitors, and materials.
  • Well-maintained and roadworthy project vehicle, with regular checks and servicing.
  • Accurate vehicle records, including logbooks, mileage, fuel consumption, and maintenance.
  • Reliable logistical support for field visits, trainings, workshops, meetings, and project activities.
  • Timely reporting of vehicle issues, incidents, and operational needs to the Project Manager.
