Dear Applicant:

Widows and Orphans Empowerment Organisation (WEWE) is a local faith based NGO with a mission to implement effective advocacy and high-impact empowerment programs and services that continually improve the quality of life of orphans, vulnerable children and vulnerable women, working in collaboration with strategic partners.

In response to a Notice of Funding Opportunity (NOFO) from USAID for an upcoming 5 year Integrated Child Health and Social Services project to be implemented in Akwa Ibom and Cross Rivers State from December 2019 to December 2024.

WEWE is soliciting for experienced CSOs and FBOs to apply sub-grant to implement Integrated Child Health and Social Service Award (ICHSSA) ProjectAkwa Ibom and Cross River States, hereafter referred to as “ICHSSA”.

ICHSSA is a 5 year USAID funded project with an overall objective to reduce the impact of HIV/AIDS on OVC of vulnerable children and their households in Akwa Ibom and Cross River States in 5 years from 2019 to 2024.

WEWE is soliciting for experienced Civil Society Organizations (CSOs) and Faith Based Organizations (FBOs) whose Executive Directors or leadership have intrinsic passion, motivation and hand on involvement in their organizations; whose organizations will be engaged as “Implementing CSOs/FBOS”.

WEWE ICHSSA NOFO RFA is soliciting full proposals from civil society organizations and faith based organizations with experience implementing projects in office based in Akwa Ibom and Cross River states to apply for a sub-grant to implement Integrated Child Health and Social Services project using PEPFAR guidelines to reduce the impact of HIV/AIDS on orphans and vulnerable children and their households in Akwa Ibom and Cross River States. The deadline for submission of these full proposals is Friday, August 02, 2019 by 5pm Nigerian Time.

SECTION I. PROGRAM DESCRIPTION

1.        OBJECTIVE

WEWE anticipates giving several awards in Akwa Ibom and in Cross River States to local/indigenous CSOs/FBOs to receive a sub-grant carry out activities to increase the number of vulnerable children and their households benefiting from integrated health care and social support services in Akwa Ibom and Cross River States.

2.       PROGRAM OVERVIEW

ICHSSA’s Overall Objective is: ‘to reduce the impact of HIV/AIDS on Orphans and Vulnerable Children (OVC) in Akwa Ibom and Cross River State,’’.

ICHSSA’s project duration: The project duration is 5 years (2019- 2024).

Geographical coverage: ICHSSA will work in 2 States. The states are Akwa Ibom and Cross River states.

 ICHSSA specific objectives are:

Specific Objective 1: To increase Households access to basic services and care for OVC in Akwa Ibom and Cross River states.

Specific Objective 2: To build the capacity of communities to ensure that OVC and their households are cared for, protected and their rights secured in Akwa Ibom and Cross River states.

Specific Objective 3: To build the capacity of Local and State Governments to deliver basic services and detect and respond to child rights violations in Akwa Ibom and Cross River states.

Target population

ICHSSA will target is OVC. OVC are defined by the U.S. Government (USG) as “children who have lost a parent to HIV/AIDS, who are otherwise directly affected by the disease, or who live in areas of high HIV prevalence and may be vulnerable to the disease or its socioeconomic effects.” The U.S.

President’s Emergency Plan for AIDS Relief (PEPFAR), under which this Activity is funded, seeks to benefit children up to the age of 18—including adolescent girls and boys—who are vulnerable due to any or all of the following factors that result from HIV/AIDS:

  • A child is HIV positive
  • A child lives without adequate adult support
  • A child lives outside of family care
  • A child is at risk of becoming HIV infected
  • A child is marginalized, stigmatized, or discriminated against (Office of Global AIDS Coordinator (OGAC), 2006)

Different age categories

For this target population, ICHSSA will also target different age categories for age appropriate and context interventions such as:

  • infants and young children under 1 year
  • infants and young children between 1 – 4years
  • children between 5 – 9 years
  • children between 10 – 14 years
  • children between 15 – 17 years
  • young person who turns 18 while receiving OVC services under ICHSSA*

* ICHSSA will not terminate a young person who turns 18 while receiving VC services, but will develop appropriate transition strategies based on each household case plans which will cover the buffer period.

Anticipated result: Community, LGA, State and Civil society structures strengthened to provide care, protection and support for vulnerable households and VC.

SECTION II. AWARD INFORMATION

This grants will be made every year for 2 to 3 years subject to the performance of the implementing agent. The duration of any grant award under this solicitation is expected to be two or three years. The estimated start date of grants awarded under this solicitation will be communicated to the  organisation. It is expected that the grant issued under this RFA will be Cooperative agreement/ advance payments however the final determination will be a final negotiation.

SECTION III. ELIGIBILITY

1.        ELIGIBLE RECIPIENTS

  • Applicants must be a registered local/indigenous non-governmental entity formally constituted and registered with the corporate affairs commission with evidence of registration either as Incorporated Trusteeship or Limited by Guarantee. An applicant must submit a scanned copy of their CAC registration, certified organizational constitution along with their full proposal as a separate attachment.
  • Applicants must have an organization mission that focuses on similar values and thematic area or target group as WEWE.
  • Applicant must be a non-for profit making organization
  • Applicants must have an audited account
  • Applicants must have DUNS Number or willing to apply for a DUNS number
  • Must be registered with the State Ministry of Women Affairs and Social Development or have the ability to register with this Ministry.

SECTION IV. APPLICATION EVALUATION EVALUATION PROCESS

The concept paper evaluation process will include the following steps listed below:

Step 2  A Grant Evaluation Committee (GEC) will be established to conduct the evaluation of the concept papers
Step 3 An administrative check will be conducted to assess if the eligibility criteria have been met
Step 4 A list of eligible concept papers will be developed
Step 5 The GEC will review eligible concept papers
Step 6 Concept note will be ranked and selected for preliminary participation.

EVALUATION CRITERIA

Concept papers will be evaluated against the criteria below by the Grant evaluation committee (GEC):

Eligibility:

  • Does the organization meet the eligibility requirements?

Clarity and Responsiveness to key areas:

  • Does the proposed activities fit within the project objectives described in the RFA?

Concept / idea:

  • Does the concept paper demonstrate innovative approaches?

Overall Approach and Technical Understanding:

  • Does the concept paper demonstrate in-depth understanding of the interrelationships of the strategic objective, strategic principles, and program objectives, as well as the depth of the challenges to VC programming in Nigeria?

Applicant’s responsiveness to requested information in this section (organizational capability)

  • Does the concept paper provide adequate information on the organizational history and is the applicant’s reason for existing plausible. Is their values and mission statement similar to WEWE’s.

Experience with VC service delivery programs in Nigeria

  • Does the concept paper provide information to show that the applicant has experience working with vulnerable children?

Experience and/or presence in proposed zone

  • Does the concept paper provide information to show that the applicant has experience working in Akwa Ibom, CrossRiver and or the Niger Delta, i.e. do they understand the culture, norms, belief systems and languages of the zone? Does the applicant understand the situation of vulnerable children in their proposed state? Did they identify the key stakeholders, their roles and did they describe how they can partner with these stakeholders to implement their work?

Past Performance 

  • Does the concept paper document past performance in similar or related programs implemented in the past?
  • Does the applicant demonstrate a proven track record on OVC and implementing effective programs of similar magnitude (Budget, Scope, Geographical location, goals and objective)? In evaluating past performance,
  • WEWE reserve the right to contact any or all of the references provided by the Applicant

Budget

  • Does the concept paper budget seem reasonable and cost effective?

The Grant Evaluation Committee (GEC) ratings:

The Adjectival Rating:

Concept papers will be evaluated based on adjectival ranking. The following adjectives will be used in assessing the criteria set forth:

Outstanding:  An assigned rating within “outstanding” indicates that the concept paper demonstrates an “outstanding” capacity, and exceeds the fullest expectations of WEWE.

Very Good:  Fulfilling the definition of “very good” indicates that, in terms of the overall concept paper and/or specific concept paper sections, the concept paper demonstrates a level of effort that fully meets the evaluation’s requirements and that this effort has produced, or could produce, results which should prove to be substantially beneficial.

Good:  The concept note meets the requirements. The application may contain weaknesses and/or significant weaknesses that are correctable but no deficiencies. An assigned rating of “good” indicates that, in terms of the overall application and/or specific sections, the application demonstrates a “good” understanding and ability to fulfill the requirements. If any weaknesses and/or significant weaknesses are noted, they should not seriously affect the applicant’s performance.

Marginal:  The concept paper demonstrates a shallow understanding of the requirements and approach and marginally meets the minimum evaluation standard. The application contains weaknesses and/or significant weaknesses and may contain deficiencies. If deficiencies exist, they may be correctable. A rating of “marginal” indicates that, in terms of the overall application and/or specific sections the application marginally meets the standard for minimal but acceptable performance. The applicant may address the strategic objective and intermediate results; however there is at least a moderate risk that the applicant will not be successful.

Unacceptable:  The concept paper fails to meet a minimum requirement or contains a major deficiency or major deficiencies. The application is incomplete, vague, incompatible, incomprehensible, or so incorrect as to be unacceptable. The Evaluator thinks that the deficiency or deficiencies is/are uncorrectable without a major revision of the concept paper. The assignment of a rating within the bounds of “unacceptable” indicates that in terms of the overall application and/or specific application sections the concept paper fails to meet performance or capacity standards.

The overall goal is to improve the health and well-being of Orphans and Vulnerable Children (OVC) and their families in 23 LGAs by implementing quality community based HIV/AIDS services such as: OVC services and referrals for HIV/AIDS care and treatment services, following the Nigerian national guidelines and the UNAIDS and PEPFAR 95: 95 95 Mandate.

The Achieve Surge Project is being implemented by Institute of Human Virology Nigeria (IHVN) in River State. Funding for this project is from Presidential Emergency Plan for AIDs Relief (PEPFAR) and the U.S Government Agency overseeing this project is Center for Disease Control (CDC).

The Achieve Surge Project target Population are:

  • Children living with HIV (positive OVC) – CLHIV
  • Children who have lost one or both parents in high HIV burden areas
  • Infants and children <2 years of age who are exposed to HIV

Specific Objective 2: To increase the number of OVC and their households infected and affected by HIV/AIDS that know their HIV status in 23 LGAs in River State.
