VACANCY ANNOUNCEMENT IN WIDOWS AND ORPHANS EMPOWERMENT ORGANIZATION (WEWE) – A FIRM/INDIVIDUAL PROPOSAL FOR HR SOFTWARE DEVELOPMENT

REQUEST FOR FIRM/INDIVIDUAL PROPOSAL FOR HR SOFTWARE DEVELOPMENT

The Incorporated Trustees of Widows and Orphans Empowerment Organization (WEWE), a women-led, local not-for-profit, faith-based Non-Governmental Organization (NGO), is soliciting proposals from a qualified firm/individual with demonstrable experience in Human Resources (HR) Software Development.

WEWE wishes to engage the services of a qualified firm or individual that has experience in developing human resource software that is robust, stable, and reliable; tailored to the organization’s unique HR needs and requirements. The firm/individual will be responsible for developing, testing, training, improving, and providing post-service support to the organization on the effective management of the HR software.

The firm/individual will work closely with WEWE’s HR team within the organization to understand and develop the HR software that fits the organization’s requirements. The firm/individual is expected to present its previously developed HR software to other similar organizations.

The firm/individual will ensure that the organization’s HR software system runs effectively and securely.

Professional and Academic Qualifications for an Individual

  • Applicants should have a minimum of a B.Sc. or HND in Computer Science, Software Engineering, or a related field.
  • Possession of relevant IT certifications (e.g., Microsoft, Oracle, AWS, PMP, and PRINCE2) is an added advantage.
  • Membership with the Nigerian Computer Society (NCS) is desirable
  • Proven experience in developing HR Software or management information systems is required.

Professional and Academic Qualifications for Firm

  • The firm must be duly registered with the Corporate Affairs Commission (CAC) and possess a valid Tax Identification Number (TIN).
  • Key technical staff must hold at least a Sc. or HND in Computer Science, Software Engineering, or a related field from a recognized institution.
  • Possession of relevant professional IT certifications (e.g., Microsoft, Oracle, AWS, PMP, or PRINCE2) will be an added advantage.
  • Membership with the Nigeria Computer Society (NCS) is desirable.
  • Proven experience in developing HR Software or management information systems is required.

Requirements for Individual

  • Proven track record in HR software development, preferably with experience in NGO or non-profit projects.
  • Ability to deliver within agreed timelines and budget.
  • Must submit a detailed project proposal with development methodology, timeline, milestones, and support plan.
  • Proven experience with user training, documentation, and post-deployment support
  • Demonstrated understanding of NGO operations and HR processes.
  • Commitment to data confidentiality and ethical standards.
  • Availability for ongoing technical support and maintenance after deployment.

Requirements Firm

  • The firm must be a legally registered company in Nigeria (CAC certificate required).
  • Proven track record in HR software development, preferably with experience in NGO or non-profit projects.
  • Ability to deliver within agreed timelines and budget.

  • Proven experience with user training, documentation, and post-deployment support

 Technical Expertise

  • Demonstrated experience in developing and deploying HR or HRIS (Human Resource Information Systems) or similar enterprise systems.
  • Proficiency in modern programming languages and frameworks (e.g., Python, Java, .NET, React, or Angular).
  • Ability to design secure, user-friendly, and mobile-responsive
  • Experience integrating systems with biometric, payroll, or attendance modules will be an advantage.
  • Must provide data security and backup solutions in compliance with the Nigeria Data Protection Act (NDPA 2023).
  • The firm should have qualified IT personnel, including
  • Provide at least three (3) references of similar HR or management systems developed for NGOs, government agencies, or private organizations.
  • Include sample screenshots, demo links, or testimonials where applicable.

Responsibilities

  • Create HR software for tasks like employee time management, Recruitment, Staff development, Staff Performance Management, leave and payroll.
  • Fix bugs and update the software when needed
  • Store and manage employee data safely.
  • Make sure only the right people can see sensitive information.
  • Follow data privacy and security rules.
  • Make the HR system work smoothly with other tools (like accounting, email, or attendance systems).
  • Use APIs to share data between systems.
  • Test new features to make sure they work properly.
  • Help fix any problems users find.
  • Give support and training to HR staff who use the software.
  • Build reports and dashboards so HR can see useful data (like staff turnover or hiring progress).
  • Keep up with new tech trends and HR laws.
  • Improve the system as Organizational or legal requirements change.
