The Incorporated Trustees of Widows and Orphans Empowerment Organization [hereinafter referred to as “Widows and Orphans Empowerment Organization (WEWE)”] a local not-for-profit Non-Governmental Organization (NGO) is seeking applications from qualified candidates to fill in the positions of Health Systems Strengthening Specialist.

WEWE is currently implementing a US Center for Disease Control (CDC) funded project as a sub-grantee in Rivers State targeting over 140,000 beneficiaries per annum. Children, adolescents, and adult caregivers are the key population for FY24 and we are looking for a God-fearing, talented, gifted, and intelligent Health Systems Strengthening Specialist to improve our services

Position:         Health Systems Strengthening Specialist

Location:        The successful candidate will be based in Rivers and Abuja

Job Description:

  • S/he will provide capacity building needs support and on-the-job mentoring/coaching to the Team members at the community level to ensure that Health System strengthening initiatives are implemented according to the approved project work plans and per donor requirements
  • S/he will coordinate quarterly program strategic review meetings of all key stakeholders including Community health workers and other implementing partners.
  • S/he will strengthen the integration of HIV services into broader health interventions across supported communities to enhance program sustainability.
  • S/he will facilitate the development and implementation of annual HIV work plans with strategic and key programmatic activities
  • S/he will lead in coordinating the delivery of a comprehensive quality primary health care package at the community level
  • S/he will support the Primary Health Care workers in drafting, reviewing, approving, and executing quality improvement plans.
  • S/he will be responsible for tracking the performance of the project activities and targets against the expected results and coordinate with the Primary health workers to fast-track the implementation process to ensure the project is progressing toward the set deliverables.
  • S/he will conduct a joint monthly review of facility performance to ensure that communities are supported to meet the criteria for readiness to deliver a comprehensive Primary health care package.
  • S/he will provide capacity building and on-job coaching to community staff on HIV, TB, PMTCT, reproductive, maternal neonatal, child, and adolescent health, Antenatal care, delivery care, postnatal care, STI counseling and treatment, and SGBV services in the community, with emphasis on improving quality of care
  • S/he will support community-level reporting by providing on-the-job mentoring and reviews of data collected from the entry points for consistency and quality and flag any discrepancies to ensure Quality Data Assurance (DQA)
  • S/he will support field assessments and dissemination activities as required. – Technical support to M&E Teams to collect appropriate baseline data over the life of the project.
  • S/he will ensure that all required health inventory checks are conducted, and all variances reconciled

Qualifications/Experience

  • A minimum of a bachelor’s degree or HND in public health or any related field
  • A Master’s Degree or equivalent in Public Health, Epidemiology, Clinical Psychology, Nursing, and/or Midwifery, an MPH, MBBS, Medical, or other relevant master’s degree will be an added advantage
  • At least 7 years of experience in health systems strengthening 
  • Knowledge of health systems strengthening frameworks, policies, and strategies. 
  • Demonstrated experience in capacity building, training, and mentorship of health workers. 
  • Familiarity with the Nigerian health system is an added advantage. 
  • Strong written and oral communication skills, including professional-level English language skills, presentation, and reporting skills.
  • Proven analytical, report writing, and presentation skills.
  • Proficiency in working with ICT systems, MS Word, PowerPoint, and Excel. R will be an added advantage
  • Knowledge of PEPFAR Program reporting requirements including familiarity with the data collection and reporting tools
